Mobilization in Ukraine: what consequences await those who ignore summons from the TCC

Ukraine is implementing general mobilization and martial law. Men are reminded that if they did not come to the TCC the first time, they may be summoned again. And if they choose to ignore this invitation, not everything will go smoothly.

Who can the TCC send a repeated summons to and what are the consequences of ignoring it

All conscripts must notify the TCC about any changes in their accounting data within seven days. This may relate to relocation, job change, marital status, etc.

If there is a need to reassess health status or change accounting data, a summons may be issued again. If a conscript does not fulfill their obligations, they may be temporarily prohibited from driving a vehicle.

If the TCC's requirements are ignored, the TCC may appeal to the police or even to the court to resolve the issue. However, there are exceptions, for example, if the vehicle is the sole source of income or is necessary for the care of a disabled person.

'The TCC's requirement is not the TCC's summons. Note that the TCC files a claim against you to restrict your right to drive if you do not fulfill the requirement, not the summons. These are two different legal terms. If previously with the TCC summons it was somehow necessary to hand it over personally, the requirement is considered delivered automatically if sent by registered mail with acknowledgment of delivery to the citizen's address'
— explained lawyer Roman Simutin for TSN.

Do not forget that there are fines for non-appearance, and for evasion from mobilization — even criminal liability. It is also expected that a new feature will be launched in the 'Reserve+' application, where users will be able to pay fines for not appearing at the TCC online.

New feature in the 'Reserve+' application

The Ministry of Defense of Ukraine is testing a new capability in the 'Reserve+' application. Soon, citizens will be able to pay fines online for not appearing at the TCC. It is also worth mentioning that the possibility of sending summons by mail was recently discussed.

Ukraine has introduced general mobilization and martial law, reminding conscripts of the importance of timely compliance with the requirements regarding summons and accounting data. In addition, an online option to pay the fine for non-appearance at the TCC has been developed in the 'Reserve+' application.
