MilTech Faces a Talent Shortage: Maria Berlinska on Technological Warfare and Russia’s Military Modernization.
Technological Edge in Modern Warfare
According to Espreso.tv: On May 30, 2026, Maria Berlinska, an expert in deploying combat and reconnaissance drones, shared her insights on the role of technology in modern warfare and the critical staffing gaps within Ukraine’s armed forces. She stressed that the Russian military is continuously upgrading its capabilities, posing growing challenges for the Ukrainian Armed Forces. According to Berlinska, the decisive factors in tech-driven conflict come down to a handful of highly skilled management teams.
“The most important elements of technological warfare rest on just a few dozen strong management teams.” - Maria Berlinska
Personnel Crisis in the Ukrainian Military
Addressing the personnel shortage in Ukraine’s army, she noted: “We have the capability, but MilTech is starved for talent.” This highlights that even with advanced technology at hand, a lack of qualified staff can hinder its effective use. Berlinska also pointed out that government institutions often employ less competent individuals compared to the public sector:

Currently, the Ukrainian Armed Forces control the Taganrog–Dzhankoi route, a key strategic supply line. In Crimea, fuel sales are restricted to no more than 20 liters per person per day at retail. These constraints could shape the broader regional dynamics and military operational options.
Berlinska’s remarks underscore the complexity of contemporary armed conflicts, where technology is pivotal but requires properly trained personnel to be deployed successfully. Given the acute talent shortage, Ukraine must prioritize upskilling specialists in the military domain. Control over strategic corridors like the Taganrog–Dzhankoi road further emphasizes the critical role of logistics in the conflict, potentially proving decisive in the ongoing struggle.
