The travel restrictions, expected to last at least until mid-March, are causing significant disruption for thousands of travelers. This crisis highlights Cuba's economic vulnerability, particularly its reliance on imported fuel for its vital tourism sector.

Canada was the first to act, with Air Canada canceling its services due to an inability to refuel aircraft. Approximately 3,000 Air Canada passengers are currently stranded in Cuba. Russian airlines, including Aeroflot, have also canceled direct flights from Moscow to Havana. Aeroflot has stated it may continue operations but only with technical stops elsewhere for refueling, a clear sign of the logistical challenges.

Root Causes of the Shortage

The fuel crisis stems primarily from a halt in oil shipments from Venezuela, a long-time economic partner for Cuba. The situation was exacerbated by recent U.S. policy. On January 11th, former President Donald Trump declared,

“Cuba will no longer get oil or money from Venezuela, which the island has lived off of 'for many years.'”
Later in January, Trump also imposed tariffs on goods from countries supplying oil to Cuba, further tightening the pressure. This series of events has created a perfect storm for Cuba's energy supplies.

In response, European countries and Russia are organizing repatriation flights for their citizens to minimize tourist inconvenience and ensure a safe return home. While authorities are managing the situation, it remains unclear when normal flight schedules to Cuba will resume. The ongoing fuel shortage not only disrupts travel but also threatens the tourism industry, a critical source of revenue for the Cuban economy. Amid growing international sanctions and political decisions, the island faces urgent challenges to restore stability.
