According to Novyny.live: In 2025, the city of Kyiv purchased 1,596 apartments, yet only 293 were actually delivered to residents. This leaves over 1,300 apartments still unallocated. The total cost of these acquisitions has not been disclosed, raising public concern over transparency and accountability.
The Department of Construction and Housing Provision (DCHP) managed the procurement and secured property rights to 1,464 units. According to Zoya Yarosh,
“As of today, 1,303 apartments have been fully paid for with public funds but have not yet been transferred to residents.”This highlights a massive backlog in distributing housing to those in need across the capital.
Distribution Delays and Financial Oversight
Separately, Kyiv’s energy resilience plan is estimated to cost 61 billion UAH. Despite these substantial housing investments, the allocation process remains stalled. The Kyiv City Council and targeted municipal programs are expected to ensure these apartments reach residents who urgently require housing.
The issue of unallocated apartments underscores the critical need for greater transparency in the city’s housing procurement and distribution systems. Kyiv residents are waiting for a resolution that would allow them to improve their living conditions.
