Klitschko emphasized that Kyiv will not receive the necessary support, declaring:

“Unfortunately, we have been made to understand that Kyiv will not be assisted at this time.”

In response, the head of the Kyiv City Military Administration, Timur Tkachenko, asserted that responsibility for the situation lies with the mayor's office. Tkachenko stressed that 'beautiful words do not run a city,' indicating that winter preparation problems require concrete actions from local authorities. He also asked, 'Am I now supposed to be responsible for the work of your subordinates?', pointing out that local bodies are accountable for implementing plans.
