According to Novyny.live: Kyiv Mayor Vitali Klitschko has expressed serious concern about the capital's preparations for winter, citing a lack of financial assistance from the national government. He stated that Kyiv's comprehensive resilience plan requires state participation and support, as it is the only region without a protected plan for the winter season. Klitschko emphasized that Kyiv will not receive the necessary support, declaring:

“Unfortunately, we have been made to understand that Kyiv will not be assisted at this time.”

In response, the head of the Kyiv City Military Administration, Timur Tkachenko, asserted that responsibility for the situation lies with the mayor's office. Tkachenko stressed that 'beautiful words do not run a city,' indicating that winter preparation problems require concrete actions from local authorities. He also asked, 'Am I now supposed to be responsible for the work of your subordinates?', pointing out that local bodies are accountable for implementing plans. This public dispute highlights the challenging coordination between municipal and state levels during wartime.

Kyiv City Council deputy Andriy Vitrenko added that despite having the largest budget among Ukrainian regions, Kyiv lags behind frontline settlements in the quality of its municipal services.
