Lavrov Lacks Real Influence in Russia’s Decision-Making, Says Analyst Citing ‘Fog of War’ Tactics.
Volodymyr Dubovyk’s Assessment of Sergei Lavrov
According to Espreso.tv: According to Volodymyr Dubovyk, director of the Center for International Studies at Odesa I. I. Mechnikov National University, Russian Foreign Minister Sergei Lavrov does not hold genuine sway over key decisions in Russia. Dubovyk argues that Lavrov frequently learns about major policy moves only after they have already been made, underscoring his limited role in the Kremlin’s decision-making process.
Dubovyk also stressed that Moscow deliberately employs strategic ambiguity to confuse the international community.
“This is done on purpose so that no clear position is formulated,”he noted. The director of the Center for International Studies believes such actions are part of an information strategy aimed at disorienting adversaries.
“I think this is a deliberate operation—what they call the fog of war,”Dubovyk added.
Peace Negotiations Context
On June 23, 2022, Vladimir Putin stated that Russia was ready for peace talks with Ukraine based on the agreements reached in Istanbul. Yet just one day later, on June 24, 2022, Sergei Lavrov declared that Moscow would not agree to halt hostilities along the line of contact to begin negotiations with Ukraine. These contradictory statements raise serious doubts about Russia’s true intentions regarding peace talks.
Thus, both Lavrov’s stated positions and his actual influence within the Kremlin remain questionable—supporting Dubovyk’s view that the foreign minister has limited impact on Russia’s foreign policy direction.
Dubovyk’s conclusions may point to internal contradictions within Russian policymaking, suggesting that the country’s foreign policy is shaped by collective decisions rather than the actions of any single individual. This perspective offers a new lens for understanding Russia’s behavior on the global stage, especially in the context of peace negotiations with Ukraine, where the lack of a coherent stance may reflect instability at the highest levels of power.
