According to TSN.ua: Ukraine's Parliamentary Commissioner for Human Rights, Dmytro Lubinets, has highlighted significant regional differences in reported violations during the country's ongoing mobilization. He specifically contrasted the situation in Ternopil Oblast, which leads in complaints, with Khmelnytskyi Oblast, presented as a model of lawful conduct. This comes as Ukraine continues its defense against Russia's full-scale invasion, placing immense pressure on its mobilization systems.
In Ternopil Oblast, military units were permitted to conduct mobilization activities independently, a decision that has led to a sharp increase in citizen complaints. Lubinets's office has recorded at least 5,000 to 5,500 appeals based on reports in media and social networks. The Commissioner described the situation in Ternopil as alarming, noting that several criminal proceedings have been initiated regarding events there.
