According to ТСН: Metinvest, in partnership with the State Agency for Restoration and Development of Infrastructure with the support of the Ministry of Communities and Territories Development, has presented a new construction called 'Citadel'.

Key characteristics and purpose of the shelter

This modular steel construction was first showcased at the Ukraine Recovery Conference 2025 in Rome. The 'Citadel' is designed to ensure the safety of civilians in schools, hospitals, industrial enterprises, and residential areas. The shelters can be arranged in various configurations depending on the needs of the specific area or institution.

First bunker of the 'Citadel' model

The first bunker, installed in Borodyanka, has a cylindrical shape with a diameter of 2.4 meters and is located at a depth of up to five meters. This shelter is designed for 48 people and equipped with two secure exits, ventilation systems, autonomous power supply, water supply, heating, and sanitary units.

The importance of shelters for civilians

The head of the State Restoration Agency, Serhiy Sukhomlyn, emphasized that the availability of such shelters is critically important for Ukraine in wartime.

'Safe new shelters for civilians are a vital necessity for Ukraine in wartime. Ukrainians have the right to reliable protection. The 'Citadel' is just such a solution: quick, effective, meeting modern safety standards,' he said.

Experience of Metinvest

Operational Director of Metinvest Group, Oleksandr Myronenko, noted that the company's experience in manufacturing underground shelters proves their effectiveness in combat conditions.

'We at Metinvest have significant experience in the production and application of steel underground shelters, known as 'kriyvkas', for defense belts, drone operators, underground hospitals, and command points, which have proven their effectiveness in combat conditions. Over 800 such bunkers have already been installed in the country. Now we are scaling these solutions for the protection of civilians. This is our responsibility as Metinvest Group and the principled position of our shareholder, Rinat Akhmetov. It forms the basis of our business,' he noted.

Modularity of the construction

According to the developers, the modular construction allows adapting the shelters for various objects—from educational institutions to industrial enterprises and frontline communities. The shelter sections are connected in blocks, and the complete installation takes only a few days. This can be used as a temporary or long-term solution.

The global community is facing numerous challenges in wartime, and ensuring the safety of civilians becomes a priority. The 'Citadel' is one of the steps towards creating a safer environment in Ukraine, which can become an important element in the country's recovery after the conflict. This initiative confirms the commitment of both the state and the private sector to work together for the protection of Ukrainians.
