Chairman of the House Foreign Affairs Committee Michael McCaul stated that the main criterion for negotiations with Russia is ensuring compliance with signed agreements. He believes this condition is necessary since the West has already changed Ukraine.
Newly elected US President Donald Trump urged Vladimir Putin to avoid escalating the conflict, but his advice went unheeded.
McCaul believes that Ukraine needs to have an ATACMS missile for successful negotiations. He noted that the issue of transferring the missile has been delayed due to the sluggishness of one of the American officials.
According to McCaul, Russian President Vladimir Putin seeks to obtain all of Ukraine, therefore the negotiation process will be extremely difficult for Volodymyr Zelensky. He also believes that a peace agreement to end the war requires a mechanism of enforcement, which is absent in the Budapest Memorandum.
