According to Novyny.live: The Ukrainian Ministry of Defense has ordered full-scale inspections of territorial recruitment centers (known as TCCs) in Odesa and Mykolaiv, while also preparing a broader reform of the entire TCC system. The decision to proceed with these audits has already been finalized, signaling a heightened push for accountability within these institutions. Meanwhile, the head of the Uman TCC has been reassigned to a different post, a move likely tied to the inspections and a response to potential misconduct.

Special attention will be given to citizen complaints alleging violations by TCC staff. The ministry is tracking grievances submitted by lawmakers and civil society organizations. This indicates a deliberate effort by the Defense Ministry to address public concerns and improve transparency in the operations of territorial recruitment centers.

Among the controversies surrounding TCCs, a group of officials was exposed in June on suspicion of illegally detaining and torturing conscription-age men. Additionally, police opened a criminal case over an incident of animal cruelty, which also sparked public outrage.

“A decision has already been made today to inspect the Mykolaiv and Odesa TCCs,” said Vasyl Shkurakov, a representative of the Ministry of Defense.

He further noted that the reform of the TCC system “is coming, it is being prepared, and its presentation to the government is planned in the near future.” These measures reflect a serious commitment to addressing problems within the territorial recruitment centers and a drive to raise their operational standards.
