According to ТСН: The Kremlin and officials close to Putin continue to impose demands to reject any proposals for a peaceful resolution of the conflict in Ukraine unless they meet all maximalist claims of the Russian Federation.

This information is contained in the new report from the Institute for the Study of War (ISW).

Analysts have examined the statements made by Russian representatives. For example, the Deputy Foreign Minister of the RF, Sergei Ryabkov, commented that "there can be no talk of any concessions, let alone important aspects" on the part of the RF, as Moscow is "prepared to achieve its stated goals" during the negotiations. He also emphasized that Russia will continue the war in Ukraine if there is any "mishap" during the negotiations.

"ISW continues to assess that the Kremlin is attempting to exploit the uncertainty regarding the summit in Alaska to hide the Kremlin's ongoing unwillingness to make compromises and to reaffirm its commitment to achieving a complete victory in Ukraine."

ISW also points out that the Kremlin's spokesperson, Dmitry Peskov, stated that "it is too early to talk" when he responded to the question that Ukraine and Russia had never been so close to a peace agreement.

ISW representatives emphasize that this answer again confirms that the Russian Federation is moving away from the idea of a peaceful resolution, likely due to a desire to reject all proposals.

Moreover, Putin's administration is concerned that the United States might mistakenly interpret Russia's actions as unwillingness to engage in serious negotiations and accept agreements that could jeopardize their maximalist demands.

It is known that since the beginning of the full-scale invasion in February 2022, Russia has not conducted any serious negotiations and continues to reject conditions that could be perceived as compromises.

"Kremlin officials continue to shy away from accusations that Russia is ready for negotiations by particularly shifting the blame for the lack of substantial negotiations onto Ukraine and Europe."

It is also worth noting that the assistant to the Russian leader, Yuri Ushakov, spoke about the “positive” moments of the “peace plan” of the United States, which the RF allegedly received through "unofficial channels." He emphasized that Moscow has "some options" for the agreement but did not specify how and where these options originate.

Nevertheless, analysts from Sky News believe that the Kremlin is unlikely to agree to a new peace plan, as the updated agreement abolishes the fundamental concessions of the original plan desired by the Russians and crosses all of Ukraine's "red lines."

Thus, the situation surrounding possible peace negotiations remains complex. Russia seems unwilling to make concessions, which questions the chances for a lasting peace. At the same time, the international community continues to monitor developments and is ready to respond to changes in Moscow's position and willingness to negotiate.
