The United States intends to sign a security guarantees agreement with Ukraine once a peace treaty is finalized. On February 10, 2023, U.S. NATO representative Matthew Whitaker held an online briefing, noting the situation remains complex. New announcements regarding a weapons procurement program are expected at the NATO defense ministers' meeting scheduled for February 12. The Ukraine Security Assistance Initiative (USAI) allows allies to purchase American weaponry for Ukraine. To date, allied nations have already committed to buying over $4.5 billion worth of American arms through this mechanism.

Germany, the Netherlands, and Norway are leading the effort within this procurement program.
