Russia's Refusal to Engage in Genuine Peace Talks.
The Diplomatic Stalemate in Ukraine
According to UATV: While diplomatic efforts to end the war in Ukraine continue, Moscow has shown no readiness for substantive peace negotiations. Ukraine, backed by commitments of support from the United States and the European Union, has pledged to work on a peace plan. Kyrylo Budanov, the head of Ukraine's Presidential Office, has underscored the bleak outlook, stating that predicting peace in the near future is impossible.

The State of Negotiations
In early January 2023, Russian President Vladimir Putin received a draft peace plan via Kirill Dmitriev. However, no tangible progress has been made since. On January 20, 2023, representatives of former President Trump met with Dmitriev in Davos, and talks between Putin and Whitkoff and Kushner were scheduled for January 22 in Moscow. These meetings, however, do not signal the Kremlin's willingness to engage in a genuine peace process. This conflict represents the most significant ground war in Europe since World War II, making a true diplomatic resolution critical for regional stability.

This casts serious doubt on Russia's true intentions. Lithuanian President Gitanas Nausėda has also pointed out that 'Russia is not ready for peace talks and will not abandon its imperial ambitions,' reinforcing the view that the Kremlin's overtures lack sincerity.

- Ursula von der Leyen confirmed the EU will continue supporting Ukraine until a stable peace is achieved.
- Lithuania has formally recognized Russia as an existential threat to the transatlantic community.
Consequently, despite ongoing diplomatic efforts and strong international backing for Ukraine, Russia persists in demonstrating an unwillingness to enter into real negotiations. This calls into question any prospect of a swift peace settlement, prolonging a tense situation whose outcome will determine not only Ukraine's fate but also impact security across the entire European continent.
