According to the Institute for the Study of War (ISW), there have been no recorded strikes on Russian positions within the city, casting serious doubt on the occupation narrative.

The Russian Ministry of Defense has circulated fabricated videos intended to show their troops present in the area. Yet, neither foreign observers nor independent analysts have uncovered any evidence backing these claims.

“ISW typically tracks Ukrainian strikes on Russian forces in areas where the enemy has advanced. In this case, however, analysts recorded no such attacks anywhere in Kostiantynivka,”
the ISW report states.

Ukraine's Response

Ukrainian President Volodymyr Zelenskyy has also dismissed Putin's assertions, remarking:

“Putin decided to lie to the world and suggested meeting him in Kostiantynivka.”
As a result, the situation around the city remains volatile, with Ukrainian defense forces continuing to fight actively for its control. The lack of occupation evidence and the spread of Russian disinformation highlight the ongoing information war within the broader military conflict.
