Zelensky and Trump to Discuss Peace Plan: What Points Remain.
According to ТСН: As of today, the exact date of Volodymyr Zelensky's visit to the USA is still unknown, as is who from the European leaders will accompany him. This weekend in Geneva, together with Ukrainian and American delegations, they discussed a new controversial 'peace' plan consisting of 28 points, of which only 19 remain. This document, similar to Russian proposals for Ukraine's capitulation, became known last week thanks to a publication in Axios.
According to information from Bloomberg and The Washington Post, Donald Trump did not delve into the details of this 'peace' plan, which he actively promotes. It turns out that it was developed by the U.S. Special Representative Steve Vitkoff, Trump's son-in-law Jared Kushner, and Russian representative Kirill Dmitriev. A senior Pentagon official, Dan Driscoll, personally handed this document to President Zelensky in Kyiv.
Moreover, according to American senators from both parties, Secretary of State Marco Rubio told them during a private conversation that this plan is a 'wish list from the Russians.'
Although Rubio and the State Department later denied these words, Polish Prime Minister Donald Tusk publicly called for the authors of the plan to be revealed, and French President Emmanuel Macron emphasized that 'peace' should not mean the capitulation of Ukraine.
Negotiations in Geneva: Ukraine and EU's 'New' Plan
Secretary of the National Security and Defense Council Rustem Umerov emphasized that to complete the last steps and sign an agreement with Donald Trump, Ukraine hopes to organize Zelensky's visit to the USA in November. The President of Ukraine confirmed that after the negotiations in Geneva, the updated version of the 'peace' plan has less than 28 points, and he will discuss 'sensitive matters' with Trump personally.
What sensitive points are being referred to? In a comment to the Financial Times, First Deputy Minister of Foreign Affairs of Ukraine Serhiy Kyslytsya noted that this concerns territorial issues and relations between NATO, Russia, and the USA. The exact content of these 'sensitive' points remains unknown, as copies of the text of the 'new' draft peace agreement were taken from all members of the negotiating groups except for the heads of the delegations from Ukraine and the USA.
Territorial Issues. It was previously reported that the Russian plan included recognition (including by the USA, but not Ukraine) of Crimea, Luhansk, and Donetsk regions as de facto Russian, while in Kherson and Zaporizhzhia regions – a freeze along the current line of contact. The proposals from EU leaders mentioned starting 'negotiations for territory exchange from the line of contact' after establishing a ceasefire.
NATO Membership and Peacekeepers. The Russian plan proposed enshrining 'non-accession to NATO' in the Constitution of Ukraine, whereas the European initiative stated that the issue of accession would depend on the consensus of NATO members. As for peacekeepers, the Russian plan prohibited their deployment in Ukraine, while Europeans proposed not deploying NATO forces in peacetime.
Size of Ukraine's Defense Forces. The Russian plan contained a provision limiting the Armed Forces of Ukraine to 600 thousand, whereas EU leaders proposed 800 thousand in peacetime. After the negotiations, no details of the discussion on this issue were commented upon.
Security Guarantees. The results of the negotiations in Geneva did not reveal that the contours of future security guarantees for Ukraine were agreed upon. According to available information, the USA proposed an agreement allowing its armed forces to intervene in case of aggression from Russia.
Change in the US Position. Very little remains from the initial version of the 'peace' plan that was developed earlier. Trump, who initially insisted on a timeline for signing the plan, later softened his rhetoric.
Kremlin's Response: Putin Does Not Want to Stop the War
Russian Foreign Minister Sergey Lavrov noted that Moscow has still not received the updated version of the American plan. The Kremlin continues to emphasize certain agreements between Trump and Putin, discussed during their meeting. However, their response to the updated plan has been missile strikes on Ukraine.
Experts are calling for a change in Europe’s strategic approach, as otherwise, 'there will be no European security order.' According to the latest information, part of Russia's frozen assets is to be used to assist Ukraine in its fight.
