Expert Names Conditions for Ideal Mobilization: What Needs to Change in Ukraine.
According to ТСН: Mobilization continues in Ukraine. On the eve of the fourth anniversary of its initiation, former spokesperson of the General Staff of the Armed Forces of Ukraine Volodymyr Seleznov shared his thoughts on how to make mobilization more effective.
Territorial recruitment centers sometimes face difficulties in conducting notification events due to obstacles from some civilians.
“The question of what mobilization the state could consider ideal has an obvious answer,” says Seleznov.
He emphasizes that the responsibility for mobilization lies with the state, not just with territorial recruitment centers. “The option of 'want-don't want' should not apply as there is a law,” the expert stresses.
Seleznov also mentioned the mobilization situation in February-March 2022, when many willing to serve in the army were denied.
“Remember what happened near the Territorial Recruitment Center on those days. Many were denied the opportunity to join the military ranks! Currently, most of those queuing near the Territorial Recruitment Center are people who sought to extend their deferment,” he notes.
In his opinion, mobilization can be improved by adhering to the principles of fairness in the implementation of measures.
Mobilization with Motivation
According to Seleznov, motivation is an important factor in current conditions and should include not only ideological beliefs but also financial aspects.
“But if a contractor in their first year of service earns less than a security guard in a supermarket in central Kyiv, that is unacceptable,” he points out.
Mobilization in 2026: Forecast
Seleznov believes that Ukraine can gain an advantage on the battlefield not only through mobilized personnel but also due to modern technologies, equipment, and tactics.
“Mobilization should continue. Our soldiers are dying and getting wounded on the battlefield; rotations are needed,” he adds.
He also considers it advisable for Ukraine to restore compulsory military service to form a mobilization reserve.
“Currently, there are no discussions regarding the restoration of (compulsory service),” he clarifies.
Recall that earlier there were reports of changes for conscripts during mobilization-2026.
This discussion highlights the importance of reforms in the area of mobilization in Ukraine. In the context of an ongoing conflict, finding ways to alleviate difficulties in conscription processes can be a key factor in enhancing the combat readiness and effectiveness of the Ukrainian forces. Discussing and implementing new approaches to recruitment, taking social and economic aspects into account, is crucial for ensuring stability and security in the country.
