The Ministry of Health revealed a new procedure for appealing MSEC decisions before their liquidation.
The Government of Ukraine approved an action plan to counter corruption and violations in the work of the medical-social expert commissions (MSEC).
The core of the plan is the creation of a working group to analyze decisions made by the MSEC, particularly those concerning officials. This is reported by the Ministry of Health of Ukraine.
The Ministry of Health, along with the Ministry of Digital Transformation, will develop a plan for the digitalization of expert processes.
An important stage of the reform will be the audit of disability pension payments, which will be carried out by the Pension Fund in cooperation with law enforcement agencies for prosecutors and other civil servants. The government also instructed the Ministry of Health and the Ministry of Social Policy to prepare legislative proposals regarding the update of the MSEC system.
These legislative initiatives will envisage a review of the processes of functionality assessment and disability determination, as well as the discontinuation of the MSEC. Relevant projects are already subject to public discussion.
Currently, the MSEC system in Ukraine includes 328 institutions that are subordinate to regional councils. In order to optimize the work, the government is making changes that will allow delegating the functions of the Central MSEC to specialized institutions under the Ministry of Health's management.
Specifically, the execution of these functions, including consideration of appeals and inspections, is entrusted to the Ukrainian State Research Institute for Medical and Social Problems of Disability in Dnipro. This will simplify the examination procedure for citizens.
The algorithm for appealing MSEC decisions remains unchanged - first, the appeal is considered administratively, and in case of disagreement, judicially.
Earlier, President Zelensky initiated a large-scale check of the MSEC system due to fraud related to disabilities.
