MSEC will be completely abolished: date announced.

President of Ukraine Volodymyr Zelensky signed Decree No. 732/2024, which concerns the fight against corruption and other offenses related to the establishment of disability by officials of state bodies. The Decree enacts the decision of the National Security and Defense Council of Ukraine (NSDC).

According to the Decree, control over the implementation of the NSDC decision is entrusted to the Secretary of the National Security and Defense Council. The document comes into effect on the day of publication.

Key provisions of the NSDC decision:

• Reporting by law enforcement agencies: The Office of the Prosecutor General, the Security Service of Ukraine, the State Bureau of Investigation and other bodies are to report on measures taken within a month.

• Cabinet of Ministers' steps: The Ministry of Health and other state bodies must create working groups to review decisions of medical-social expert commissions on disability.

• Legislative initiatives: The government must prepare draft laws concerning the reform of the medical-social examination system, including the abolition of medical-social expert commissions by December 31, 2024.

• Audit of pension payments: An audit of disability pension payments will be conducted with the Pension Fund and other bodies.

• National Agency on Corruption Prevention: It is tasked with reviewing the implementation of recommendations on medical-social examination and developing new draft laws to combat corruption in this area.

Recall that the Ministry of Health has already canceled dozens of decisions, and President Volodymyr Zelensky urgently convened the National Security and Defense Council due to scandals involving mobilization and prosecutors.
