The case has been opened under Part 4 of Article 368 of the Criminal Code of Ukraine, concerning the acceptance of an unlawful benefit on an especially large scale, and Part 4 of Article 369, which deals with offering or promising a bribe to a person in a position of authority.

Ivan Bakanov served as head of the SBU until July 19, 2022, when Ukraine's parliament, the Verkhovna Rada, dismissed him from the post; he had been suspended from his duties since July of that year. Andrii Naumov, who joined the SBU in 2019, was the former head of the SBU's internal security department. On March 31, 2022, President Volodymyr Zelenskyy stripped him of his general's rank. Notably, Naumov left Ukraine just hours before the full-scale Russian invasion began.
