Putin's Plan Diversion Noise: How the SBU Uncovers FSB Agents Daily.
According to ТСН: How many innocent lives are saved daily by the Ukrainian counterintelligence by uncovering new attempts to create agent networks? What methods do enemy special services use to recruit people? Why do teenagers still remain in the risk group? And why do 90% of FSB agents fail?
This was reported by TSN correspondent Oksana Radionova, who spoke with a person recruited by the Russians to perform sabotage tasks.
Rivne
'Diversion Noise' is the name of the plan sanctioned by Putin at the end of 2023.
TSN's film crew visited the Rivne pre-trial detention center to demonstrate what the Russian recruitment machine looks like from the inside and how the SBU prevents terrorist acts planned by enemy special services right in our cities - in ordinary Ukrainian homes.
Despite the fact that Rivne is a deep rear area, Russian special services are constantly looking for weak spots, not in defense, but in people.
In one of the apartment buildings on the central street of the city (we cannot disclose the address as the investigation is ongoing), a 27-year-old Ukrainian from Lviv found himself next to a bomb. He thought he was doing an easy job for a few hundred dollars, but in reality, he became the organizer of a terrorist act that could take dozens of lives.
The boy named Mykhailo could not believe his luck when he found an advertisement in a Telegram channel: 'Not an office, not drugs, not arson or hooliganism. Pay from 1.5 thousand dollars (quickly and safely). If interested, write.'
He responded, and an unknown employer immediately offered assistance with relocation. When the boy arrived, the vacancy was suddenly canceled, but they had already paid for the false call. And again, a new offer came.
'After 4 days, they offered to go to Rivne. I agreed since I had problems with work,' the suspect recounts.
In Rivne, he was appointed as a private detective, despite having no experience. He was promised 500 dollars for two weeks. He was happy – finally, the black streak would end, he would have money and he would get rid of debts.
In Rivne, he rented an apartment for a day, later moved to another at the employer's direction. The employer paid for all expenses without delays.
'I didn't pay attention to the fact that they were paying for the apartment without work. And now for 4 days they have been paying for idleness,' the suspect recalls.
However, SBU counterintelligence had been watching the boy and his employer from day one.
The SBU recorded how the boy was tasked with buying a mobile phone, on which spying software was later installed. Through this phone, the curators controlled every step he took, heard his conversations, and monitored him.
Using this phone, they planned to activate the explosives. The video shows how Mykhailo retrieves a package with an explosive device from a car tire by the roadside.
'They told me to 'unpack' and I saw the explosive device,' says the case subject.
'According to the plan, the explosive was supposed to activate during peak time when many people were in the building,' says an SBU employee.
Zaporizhzhia
This is already frontline Zaporizhzhia. Here, a former law enforcement officer was caught by counterintelligence, who had worked for the FSB for half a year as a spotter, photographing the consequences of Russian attacks.
He also provided the enemy with geolocations of energy facilities and coordinates of military vehicles.
His betrayal was seduced by a former colleague who remained in occupied territories. He understood what he was doing while betraying his own for money.
Bets were constantly rising. He was caught while preparing to eliminate an officer of one of the elite units of the Armed Forces of Ukraine.
Putin's Plan
Putin gave the order, and the FSB launched the 'Diversion Noise' plan, the goal of which is to spread terrorist acts, arsons, and diversions across the entire territory of Ukraine. Almost 1,500 such cases have already been registered, 800 of which occurred this year alone.
'The next stage is to use agents as suicide terrorists. Recently, the Russian Federation has resorted to so-called 'special operations under a false flag',' said SBU spokesperson Artem Dekhtiarenko.
The SBU managed to identify ideologically recruited traitors that the Kremlin had been preparing for years. Now only those who are ready to betray for money remain. The main communication platform is Telegram.
Usually, recruitment starts with innocent tasks, as it happened with Mykhailo. They check the unemployed and those with drug or alcohol problems, including teenagers.
Currently, more than 25% of individuals involved in diversions and terrorist acts are minors. The youngest child at the time of the crime was 11 years old, and he, along with other children, attempted to set fire to a military vehicle of the Armed Forces of Ukraine in Kyiv,' says the SBU spokesperson.
Ivano-Frankivsk
This video from Ivano-Frankivsk raised alarm among parents across the country. As part of a warning about a new threat, it was shown in every Ukrainian school.
At that time, the Russians recruited children who assembled explosives, and later, the FSB activated a bomb in their hands. The explosion took the life of one boy, and others lost limbs and their future.
To act proactively, the SBU operates a chat bot 'burn an FSB agent,' where one can anonymously report a proposed diversion. Since its launch, 14,000 messages have been received. Had all these plans been realized, we could have counted up to 38 terrorist acts per day.
'Almost 80% of all enemy crimes are prevented thanks to operational work. An important role here is played by the institute of double agency. The enemy is convinced that it has sources, while in fact, these are our patriotic citizens,' says SBU head Vasyl Maliuk.
'On March 11, 2025, two explosions occurred near the railway station in Ivano-Frankivsk, during which one minor was killed, and another was injured.
The SBU confirmed that Russian special services blew up two of their agents who were carrying a homemade explosive device near the railway station.
