New Security Code Required for Card Top-Ups: What Ukrainians Must Know from June 26.
Phone Number Verification Rule Takes Effect
According to Novyny.live: Starting June 26, 2026, anyone in Ukraine using self-service terminals to add funds to their cards must first confirm their phone number with a one-time code. This measure, introduced under National Bank of Ukraine (NBU) Resolution No. 67 dated June 16, 2026, means the transaction will only go through after the code is entered. The goal is to strengthen financial security and reduce fraud risks.
Importantly, the payer's phone number will now appear on the receipt, allowing for better oversight of transactions. However, certain payments can still be made without this code:
- Tax payments;
- Utility bills;
- Purchase of transport tickets;
- Topping up transit cards;
- Mobile phone refills up to 500 UAH per month per number.
If the monthly mobile refill limit of 500 UAH is exceeded, the one-time code confirmation becomes mandatory. These changes aim to enhance transaction security and protect users. Banks and payment services are required to store the phone number, confirmation code, date, and time of each operation, providing extra safeguards for customers.
Adjusting to the New Requirements
In short, the rules coming into force in June 2026 will significantly alter how card top-ups and mobile transactions are handled, with a strong focus on security and financial control.
