The National Agency for the Prevention of Corruption (NABU) examines the declarations of public officials who are required to report annually on their assets and income. During the analysis, it became clear that many declarants often purchase cars at a price significantly lower than the market value.

What is wrong with the cars in the declarations

When reporting on their assets, declarants must indicate how much money they spent on the purchase of the vehicle. NABU's analysis showed that many officials' prices for cars do not correspond to the average market prices. This may indicate violations, including the receipt of illegal benefits or concealed gifts.

The National Agency found that declarants purchased:

  • 1.47 thousand passenger cars of 2022, among which 63 were at prices below 400,000 UAH (in 2022);
  • 4 thousand passenger cars of 2022-2023, of which 150 were at prices below 400,000 UAH (in 2023);
  • 5.39 thousand passenger vehicles of 2022-2024, of which 336 were at prices below 400,000 UAH (in 2024).

Cars may be sold at a discounted price due to damage, repair, operational wear, or gifting from relatives or friends.

'Therefore, it is important for declarants to have documents confirming the circumstances under which the vehicle was purchased at a price below market value.'

Purchasing a vehicle from a third party at a discounted price may indicate legal violations, including concealing gifts, obtaining illegal benefits, or reducing the taxable base.

What else Ukrainians should know

Ukrainians should remember that they are required to pay inheritance tax depending on family ties and residency. Closest relatives are exempt from taxation; others must pay 5% or 18% of personal income tax if at least one party is a non-resident.

Recently, NABU expressed suspicion against Odesa city council deputy Petr Obukhov for underreporting income in his declaration. The politician explained these mistakes due to difficulties in calculation caused by changes in the tax system.

The National Agency for the Prevention of Corruption found that declarants frequently acquire cars at prices lower than the market value, which may indicate violations of regulations or corrupt schemes. Additionally, Ukrainians must comply with legislation regarding the payment of inheritance tax depending on the circumstances, which may impact their tax obligations and attitudes towards taxation.
