These charges are levied regardless of whether anyone actually lives in the apartment.
This system is common in many European countries to ensure the shared infrastructure of a building is maintained. The mandatory fees include:
- Central heating charges, calculated based on the apartment's square footage, even if the radiators are turned off.
- A subscription fee for water supply and sewage, if individual water meters are not installed in the apartment.
- A gas delivery fee, even if the gas itself is not being consumed.
Consumers whose homes are connected to the gas distribution system must also pay for gas delivery. The tariff for gas delivery is set by the National Commission for State Regulation in Energy and Utilities. It is important to note that stopping these gas-related charges is only possible after officially disconnecting the apartment from the gas supply.
In addition, the mandatory payments cover expenses for:
- Cleaning
- Stairwell lighting
- Maintenance of common property
- Repairs
- The management company's operational costs
