Why Environmental Impact Assessments Matter for EU Integration

According to Espreso.tv: Ukrainian lawmaker Yuliia Ovchynnikova has stressed the critical role of environmental impact assessments in the country’s bid to join the European Union. She noted that within the first cluster of EU accession talks, launched in early summer 2023, the effective implementation of such assessments is a major priority. These issues are now central to shaping Ukraine’s environmental policy going forward.

Challenges in Carrying Out National Environmental Policy

Currently, Ukraine’s national environmental policy is facing serious hurdles. Deputy Minister Oleksandr Krasnolutskyi has acknowledged a shortage of qualified specialists, which hampers the rollout of green initiatives. The situation has been further aggravated by a recent case where the State Service of Geology and Subsoil illegally sold the Cheremosh riverbed for gravel extraction. This incident alarmed environmental groups—over 130 organizations appealed to parliament to reinstate the Ministry of Environmental Protection.

However, experts like Petro Testov point out that “the problem is that environmental impact assessments are conducted too late.” This highlights the urgent need for a shift in how Ukraine approaches environmental evaluation.

Marcela McAndrew has also noted that “a high-quality environmental impact assessment and strategic environmental assessment are essential for rebuilding Ukraine in line with EU standards.” Meanwhile, Olha Melen-Zabramna observed that “we are also seeing attempts to weaken the tools of environmental impact assessment and strategic environmental assessment, which contradicts Ukraine’s European integration course.” These challenges demand immediate action and the introduction of effective solutions to ensure Ukraine’s sustainable development within the framework of European integration.

Given the current challenges in environmental policy, it is crucial for Ukraine not only to meet European standards but also to actively improve its mechanisms for assessing environmental impact. This is a necessary condition for fostering sustainable development and protecting the environment—a concern that has grown among both officials and the public.
