Odesa’s New Parking Fee Structure

According to Novyny.live: Starting in July 2023, Odesa has implemented a uniform hourly parking rate of 30 hryvnias, though special pricing applies near the coastline. The paid parking system was originally launched in early 2025 and operates daily from 9:00 AM to 6:00 PM. For those needing long-term parking, monthly and annual passes are available:

  • A monthly pass costs 2,500 hryvnias,
  • An annual pass is priced at 22,800 hryvnias.

Coastal Parking Zones

Parking lots along the coast come with a higher rate of 60 hryvnias per hour. Paid parking in these areas is enforced from May 1 through September 30, daily between 8:00 AM and 11:00 PM. Importantly, combat veterans, people with disabilities, and their legal representatives are entitled to free parking. This measure helps ensure these groups can access city infrastructure without extra costs.

However, violating stop-and-park rules carries financial penalties. Fines for such infractions start at 340 hryvnias. Particularly strict consequences apply to those who stay on a paid parking spot for more than 10 minutes without paying—the fine equals twenty times the service fee. Additionally, vehicle towing can result in costs exceeding 2,000 hryvnias, underscoring the need to follow parking regulations.

Odesa’s paid parking system is part of local government efforts to organize urban space and reduce traffic congestion.

The introduction of these rates aims not only to boost municipal revenues but also to encourage responsible parking behavior among drivers. At the same time, the potential for hefty fines highlights the importance of compliance, which could significantly influence driver habits across the city.
