Persons with disabilities are not subject to mobilization in 2025: who has a deferment.
According to current legislation in Ukraine, persons with disabilities are not subject to mobilization in 2025. However, this rule does not apply to all disability groups.

Conditions for conscription of disabled persons to the Armed Forces of Ukraine
According to the law 'On Mobilization and Preparation for It', one of the reasons for obtaining a deferment is disability. Persons with a third group disability according to current legislation cannot be conscripted for mobilization.
According to new legislation, persons with disabilities of groups I, II, and III can serve in the Armed Forces of Ukraine only at their own request, entering into a contract. A medical commission for third group disabled persons is not required under a number of conditions, particularly in cases of certain illnesses or defects.
- Due to the absence of limbs or one of the organs.
- After oncological diseases.
- In the case of mental or intellectual disorders.
- With cerebral palsy or paralytic syndromes.
Thus, persons with a third group disability are not subject to mobilization but may voluntarily engage in military service. Also, the State Bureau of Investigations canceled over 800 decisions of the Medical and Social Expert Commission regarding the appointment of disability to officials. Currently, further checks of about 70 state organizations are underway.
It is also worth mentioning that after receiving disability certification as a war participant, they will be entitled to a one-time monetary assistance.
