Pensions in Ukraine are not taxed in 2025: what actually awaits pensioners.
Recently, the media has again reported on the possible taxation of pensions in Ukraine. This has caused concern among pensioners, especially those receiving large payments.
Why the information about pension taxation appeared
Pension expert Serhii Korobkin explained that the reason for the panic is an old clarification from the State Tax Service from 2015. At that time, there was a provision that taxed pensions exceeding three minimum wages.
However, in 2018, the Constitutional Court ruled this provision unconstitutional, and in 2020 it was removed from the Tax Code. Since then, no pension payments in Ukraine are taxed.
Is there a tax on pensions now
In 2025, the state does not withhold taxes from pensions, regardless of their amount. Even if the old provision were in effect, it would only apply to pensions over UAH 24,000. Meanwhile, the maximum pension in 2025 is UAH 23,610, which is below this limit.
There are no taxes on pensions, but other restrictions are in place. In particular, for working pensioners, payments may be reduced. This is not a tax, but it is actually a way of saving budgetary funds.
For example, some have to choose between a salary and a retirement benefit for length of service. If a person continues to work in a position that entitles them to such a pension, they must either refuse the pension or leave their job. At the same time, it is possible to find another position that does not grant such a right.
Thus, in 2025, pensions in Ukraine are not taxed, but certain restrictions for specific categories of pensioners remain in effect.
Earlier, we reported that the state supports elderly citizens through pensions, benefits, and social services. At the same time, even recipients of such assistance may be fined for violating established rules.
We also reported that in Ukraine, people with full or partial loss of working capacity have the right to an invalidity pension, which is assigned depending on the group — I, II, or III.
In 2025, pensions in Ukraine remain untaxed, but restrictions for certain categories of pensioners may apply. It is necessary to understand that the current situation regarding the taxation of pensions is no longer the same as before, and payments are not subject to taxes, but the amount received by working pensioners may be limited.
