According to Novyny.live: Starting in June 2023, senior citizens across Ukraine can again travel at no cost on many public transit options. This benefit is backed by Cabinet Resolution No. 354, titled 'On Free Travel for Pensioners on Public Transport.' Eligible modes include city trams, buses, trolleybuses, and suburban electric trains.

However, in cities that have adopted electronic passenger tracking, pensioners must carry a special transit card to ride for free. For instance, Lviv requires the 'LeоКарт' (Leocard), Kyiv mandates the 'Картка киянина' (Kyiv Resident Card), and Vinnytsia uses the 'Картка вінничанина' (Vinnytsia Resident Card). These cards allow seniors to access their fare exemptions on local municipal transport.

Limitations on Free Travel

It is important to note that free rides do not apply to the metro systems in Kyiv, Kharkiv, or Dnipro—unless the passenger holds a Kyiv Resident Card. For intercity buses and trains, pensioners must purchase standard tickets. Similarly, marshrutka (private minibus) policies vary by region, as local authorities decide whether to honor the national benefit on these routes.

This initiative plays a key role in social support for retirees, helping them cut transportation costs. Yet seniors should be aware of the restrictions, especially concerning subway use and long-distance travel. When planning trips, it is wise to check local transit rules and any specific card requirements to ensure a smooth, free journey.
