Russia-Ukraine Talks End Without Agreement

According to TSN.ua: Two days of negotiations between Moscow and Kyiv, held in the United Arab Emirates (UAE), concluded without any deal to end the war in Ukraine. The talks, which required months of U.S. diplomatic effort to arrange, ultimately foundered as the parties could not find common ground on three critical issues:

  • the status of Ukrainian territories,
  • security guarantees for Ukraine,
  • and a ceasefire.

The White House spent several months persuading both sides to participate in this trilateral format. The meeting in Abu Dhabi was based on preliminary discussions held earlier between former U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy in Davos.

The Kremlin insisted that any lasting settlement is contingent on resolving the territorial question. As emphasized by Russian Presidential Advisor Yuri Ushakov:

“Without this aspect, further negotiations cannot be effective.” - Yuri Ushakov

The Zaporizhzhia Nuclear Power Plant Factor

It is worth noting that the safety of the Zaporizhzhia Nuclear Power Plant, Europe's largest, remains a major concern in this conflict. However, the talks in the UAE ended with no consensus reached on any of the key points.

The failed outcome underscores the entrenched and complex nature of the war. The deep divisions over fundamental terms for peace not only risk a further escalation of hostilities but also cast serious doubt on the viability of future negotiation rounds without significant shifts in the parties' positions.
