Significant Personnel Reshuffles in Ukraine: What the Appointments of Budanov and Fedorov Indicate.
According to ТСН: In Ukraine, a significant reformatting of power has begun in response to the challenges of war and the demands of international partners. This indicates that Kyiv is preparing for various scenarios, including potential negotiations for peace.
Political scientist Igor Chalenko emphasized that Ukraine currently needs to demonstrate maximum resilience and strength, as the possibilities for approaching peace agreements are actively discussed.
Peace Track and Conditions for Elections
Substantial changes confirm Ukraine's readiness for various scenarios, especially in the context of discussions about the peace track, where it is stated that 90% of the agreement is allegedly already prepared.
The political scientist noted that the package of possible decisions considers issues regarding the holding of presidential elections and a referendum. However, the main condition is the establishment of a ceasefire regime, which is currently lacking.
“Currently, external factors are actively pressing on the topic of elections, but without a stable silence regime, it is impossible to implement,” said the political expert.
Personnel Logic: Transition to 'Military Rails'
Chalenko believes that personnel decisions are aimed at creating a reliable political security framework and demonstrate that Ukraine is definitively transitioning to 'military rails.'
“This is a very serious proactive step by the president. Not all decisions have been announced yet, but the logic is clear — to strengthen Ukraine's positions, particularly in the peace track, where Russia is trying to show that it is capable of continuing the war,” he emphasized.
Defense Priority and Prevention of Destabilization
The expert also pointed out the proposal to appoint Mykhailo Fedorov as Minister of Defense, noting that, according to rumors, he was initially supposed to handle the election campaign.
“If such a person is transferred to a top managerial position in the defense sector, it is a clear setting of priorities. However, this does not mean that Ukraine is abandoning elections altogether; it simply indicates readiness for various options and scenarios,” he added.
According to the political scientist, Kyiv is simultaneously preparing for possible political processes while also trying to secure the country against internal destabilization.

Let us remind you that the President of Ukraine, Volodymyr Zelensky, appointed Kyrylo Budanov as the head of the President’s Office.
On the same day, in an evening address, the president announced the candidacy of Vice Prime Minister Mykhailo Fedorov for the post of Minister of Defense of Ukraine.
It was also reported that the Minister of Defense, Denys Shmyhal, will become the new Vice Prime Minister — Minister of Energy of Ukraine.
Subsequently, the president stated that the First Deputy Minister of Foreign Affairs, Serhiy Kyslytsia, will be appointed as the first deputy head of the President’s Office.
These personnel changes occur against the backdrop of active discussions regarding possible peace agreements and elections in Ukraine, indicating the authorities' readiness to adapt to new conditions.
