Gennady Balashov was born on February 20, 1961, in Dnipro. He became a member of the Ukrainian parliament in 1998, and in 2013 he founded the party '5.10'. The politician proposed a radical tax reform with minimal rates, believing that this would turn Ukraine into a 'tax paradise'. In 2021, criminal cases were opened against Balashov for tax evasion totaling over 9.6 million hryvnias, and his assets were seized.

In July 2025, President Volodymyr Zelensky imposed sanctions on Balashov for spreading anti-Ukrainian propaganda. The politician emigated to the USA at the beginning of the Russian invasion of Ukraine in 2022.
