Ukraine to Repurpose Vacant State Properties for Displaced Persons.
Initiative to House Internally Displaced Persons
According to TSN.ua: Ukraine's Ministry for Communities and Territories Development, in partnership with the international organization Habitat for Humanity, is launching an initiative to convert empty state and municipal properties into housing for internally displaced persons (IDPs). This program explicitly avoids the seizure of private property, ensuring that owners' rights are fully protected.
The plan involves identifying and inspecting 60–70 buildings across three pilot regions: Kyiv, Ivano-Frankivsk, and Poltava. The selection process is scheduled for completion by the end of March. The types of properties being considered for transfer to IDPs include:
- vacant residential buildings owned by local communities;
- currently unoccupied dormitories;
- administrative buildings that are no longer in use;
- non-privatized apartments or communal properties with no legal heirs.
This effort aims to improve living conditions for IDPs who require housing assistance. The repurposing of these buildings could mark a significant step in addressing the housing crisis for those who have lost their homes due to the war. The Ministry and Habitat for Humanity are focused on finding practical solutions to support IDPs and help them rebuild their lives. This initiative is part of a broader response to a humanitarian crisis affecting millions of Ukrainians.
