According to Espreso.tv: In a recent analysis, Vitaliy Portnikov highlights how Belarus, under Alexander Lukashenko, has only a nominal sovereignty, with its reliance on Russia stripping it of true independence. He argues that Lukashenko is not a decisive figure in major policy matters, playing a far more limited role in the political landscape than his title suggests.
On June 26, 2023, Lukashenko traveled to Russia for a meeting with President Vladimir Putin. This encounter made it clear that Belarus, under his leadership, has effectively surrendered its sovereignty to Moscow. Portnikov's assessment reinforces this view, as he states that Lukashenko
"doesn't decide anything on such issues; he's a gauleiter"—a term historically used for Nazi regional leaders, implying he acts merely as a local enforcer for a foreign power.
Lukashenko's Role in Russia's Strategies
At the same time, Portnikov notes that Putin still needs Lukashenko for other strategic purposes. This indicates that Russia's regional interests remain paramount, with Lukashenko's function reduced to carrying out Kremlin directives. According to Portnikov, any attack launched from Belarusian territory
"would undoubtedly change the situation for the Belarusian economy".
It is worth noting that Belarus operates two oil refineries, which could also be drawn into Russia's military and economic strategies. Consequently, the limited sovereignty of Belarus under Lukashenko raises concerns about the region's future trajectory and the impact on the country's economy.
