According to Novyny.live: In Ukraine, the authority to deliver military summons to eligible citizens extends beyond officials from the Territorial Centres for Recruitment and Social Support (TCC). Lawyer Vyacheslav Kyryda has clarified which other officials are legally empowered to serve these notices as part of military registration and general mobilization procedures.

The delivery of summons is a critical component of the mobilization process. While TCC representatives can serve notices individually or as part of a notification group, their authority is not exclusive. The following officials also have the right to serve military summons:

  • Representatives of district and city state (military) administrations;
  • Representatives of the executive bodies of village, town, city, and district councils;
  • Representatives of enterprises, institutions, and organizations, who may serve summons to their own employees.

Furthermore, this authority is geographically restricted; officials may only act within the administrative boundaries of their respective districts or cities. This underscores the importance of organization and coordination throughout the mobilization effort.
