According to Novyny.live: Caritas Ukraine will launch its V.I.T.A.L. project in Kharkiv Oblast in February 2026, providing financial and other forms of support to elderly citizens and people with disabilities. Implemented by Caritas Ukraine's regional office, the initiative aims to improve the quality of life for vulnerable population groups. This program is part of a broader humanitarian response to support communities affected by the ongoing conflict.

Eligible individuals can access a range of assistance, including:

  • In-home care,
  • Remote consultations,
  • Free rental of rehabilitation equipment,
  • Psychosocial support,
  • Vouchers for medication,
  • Agricultural financial grants,
  • Direct cash assistance.

Other Initiatives in Kharkiv Oblast

Separately, the FARM project is active in Kharkiv Oblast, supporting agricultural activities for vulnerable citizens. Grants under the FARM project range from 33.6 thousand UAH to 125 thousand UAH. Applications for international financial aid of up to 1 thousand US dollars are being accepted until February 28, 2026.

It is also noted that UNHCR Ukraine is providing financial assistance of 10.8 thousand UAH per family member in Sumy Oblast. These combined efforts are designed to aid the most vulnerable segments of the population and improve their social conditions.

The introduction of the V.I.T.A.L. project represents a significant step in bolstering social support for vulnerable groups, particularly the elderly and persons with disabilities.
