'eOselia' Housing Program for Military Personnel

According to TSN.ua: Launched on January 11, 2026, the 'eOselia' program has been extended to all mobilized Ukrainian soldiers, granting them access to preferential mortgages at a 3% interest rate. Previously, these favorable loan terms were available only to contract soldiers. This initiative is part of Ukraine's broader effort to support its armed forces during the ongoing conflict. To date, the program has provided housing for 23,039 families, including over 11,000 military families.

The total value of loans issued under the program exceeds 39.7 billion UAH. 'eOselia' has been operating since 2022, offering preferential terms to various citizen groups. Other available subsidized mortgages include:

  • 7% annual rates for combat veterans, families of the fallen, and war invalids;
  • 0% annual rates for participants in the 'Contract 18–24' project.

To qualify for the 3% mortgage, mobilized personnel and contract soldiers from the Armed Forces, SBU, GUR, National Guard, Border Guard, and State Special Communications Service can apply. The loan term extends up to 20 years, with the required down payment varying:

  • from 10% for youth under 25;
  • from 20% for others.

Eligible properties must be no older than 3 years, or up to 10 years in some regions, with their size and price corresponding to the average construction cost in the area.

The maximum allowable apartment size is 52.5 m² plus 21 m² per family member, while for a house it is 62.5 m² plus 21 m² per member. As Yuliia Svyrydenko noted, the program assists Ukrainian families in purchasing homes within the country.

Given the significant number of loans issued and the active participation of military personnel, interest in preferential housing credit is expected to grow among other citizen groups in need of support. This underscores the state's commitment to social protection and improving living conditions for those serving in the army and defending the country.
