Ukraine's Finance Minister Serhiy Marchenko assures that the new minimum subsistence level will correspond to the real standard of living, which will affect social payments, taxes, and assistance. This may also lead to an increase in the minimum wage, pensions, and subsidies, but there is a likelihood of an increase in administrative payments.

Impact of the minimum subsistence level in Ukraine

The revision of the minimum subsistence level is important as it serves as a basis for calculating a number of payments and contributions. The main areas of its impact include:

  • Social benefits: The minimum wage, pensions, unemployment benefits, and housing subsidies depend on this indicator.
  • Taxes and fines: Administrative payments, fines for violations, and alimonies are calculated based on the minimum subsistence level.
  • Family payments: Assistance for children and care for disabled individuals will increase accordingly with the revision.
  • Medical and educational privileges: Free medicine and education for low-income individuals are provided based on the minimum subsistence level.

“The minimum subsistence level will be revised and uncoupled from other inappropriate supplements and payments, in order to modernize it, making it a sufficiently clear measure that will determine the standard of living,” Marchenko stated during the question hour with the government.

According to the budget project, in 2025, the minimum subsistence level will remain the same — 2920 UAH per month, as in 2024. This indicates stability for beneficiaries, although it also points to potential stagnation amid inflation. As of January 1, 2026, the increase to 3209 UAH is expected to be the first step towards reform. Experts believe that uncoupling from “inappropriate” supplements will simplify the system.

The minimum subsistence level, introduced in the 1990s, has become a basic indicator of poverty. It has long been criticized for not aligning with reality: it is impossible to cover basic needs with 2920 UAH in large cities, where basket costs amount to twice that. During the war, the indicator was frozen to preserve funds for defense, but the rising prices and inflationary pressure necessitate changes.

The changes introduced in the minimum subsistence level are of great importance for the socio-economic situation in Ukraine. They will ensure that social payments correspond to the real standard of living while sparking discussions about the need for recalculation and adaptation of social support mechanisms.
