Russian President Vladimir Putin refused to sign a peace agreement with Ukrainian President Vladimir Zelensky due to his illegitimacy in office. Nevertheless, Putin stated that he is ready to meet with everyone, including Zelensky, to finalize negotiations.
'If the Ukrainian state entrusts someone to negotiate - for God's sake, let it be Zelensky,' said Putin.
Furthermore, Putin emphasized that the agreement must be signed by legitimate authority, and the illegitimacy of the president poses an obstacle. However, he expressed willingness for a final meeting with the leader of Ukraine to conclude negotiations.

Putin expressed doubt about the legitimacy of power in Ukraine due to the illegitimacy of the president during martial law.
