According to TSN.ua: The Reserve+ application will be unavailable for services and Reserve ID updates from 00:00 to 03:00 on February 20th. This scheduled downtime is due to essential technical maintenance on the 'Oberih' registry system, with all services expected to resume by 03:00. The Ministry of Defence of Ukraine advises users to proactively download a PDF version of their electronic military registration document before the maintenance window to avoid any inconvenience.
