The Russian Federation initiated a conversation on the exchange of prisoners from the Kursk region – Lubinets.
The Ombudsman spoke about the conversation with the Russian Commissioner for Human Rights
Dmytro Lubinets, the Ukrainian Ombudsman, held a conversation with Tatyana Moskalkova, the Russian Commissioner for Human Rights, regarding the exchange of prisoners in the Kursk region. Lubinets announced this during a telethon.
According to him, the initiative for the conversation came from the Russian side.
Despite public statements by Russian media that the Russians have allegedly decided to suspend some exchanges... We are currently exchanging information. I also inform the ICRC and the UN that the rights of Russian prisoners of war are protected, we are monitoring this situation and at any Time Ukraine is ready to continue the exchange processes based on the Geneva Convention
Lubinets emphasized that for Ukraine, the priority categories for exchange are the severely wounded, Ukrainian women, and all those who remain in captivity.
The Ombudsman added that Russia was forced to address the issue of prisoner exchange due to the situation in the Kursk region, which had not happened before.
How this situation will end, I don't know, but the Ukrainian side is always ready to conduct exchange processes
President Volodymyr Zelensky also stated that Ukraine can create military commandant’s offices in the Kursk region to provide humanitarian assistance to local residents.
It was previously reported that in the Kursk region of Russia, the Armed Forces of Ukraine captured militants of the Kadyrov's battalion “Akhmat”.
