According to ТСН: At the beginning of 2025, the President of Ukraine, Volodymyr Zelensky, found himself in a difficult situation in diplomatic relations with the President of the USA, Donald Trump, and Vice President JD Vance. After a tense conversation in the Oval Office, relations between Kyiv and Washington began to fluctuate — from partial warming to new signs of tension.
It is noted that Europe has intensified efforts to support Ukraine. The Prime Minister of the United Kingdom, Keir Starmer, and the President of France, Emmanuel Macron, announced the creation of a “coalition of willing” comprising 34 countries, aimed at strengthening Europe’s role in ensuring Ukraine’s security after the end of hostilities. Subsequently, Macron announced that 26 countries were ready to deploy their troops to Ukraine as part of multinational forces following a peace agreement or ceasefire.

Only at the end of 2025 does the question of the USA's real commitment to guaranteeing Ukraine's security become increasingly pressing, and more signals indicate a possible influence from Russia and its President, Vladimir Putin, on this process.
In Ukraine, historical parallels with the Budapest Memorandum of 1994 are particularly troubling, as security guarantees in exchange for the relinquishment of nuclear weapons could not protect the country from aggression. This experience prompts Kyiv to demand legally binding guarantees rather than mere political declarations.
According to information, Zelensky is ready to consider the possibility of relinquishing NATO membership in exchange for reliable security guarantees from the USA. The authors of the article note that even if the USA's guarantees are formally enshrined and ratified by Congress, their real effectiveness will depend on the political will of future American administrations, as well as on how these guarantees are perceived by the Kremlin.
