Emergency UN Meeting

The UN Security Council has summoned an urgent meeting due to the massive attack by Russia on Kyiv on August 28. Ukraine initiated the meeting to present information to the international community about the huge destruction and demand an immediate ceasefire. FREEДOM discusses the recovery of Kyiv after the shelling.

Victims of the Attack

The attack on Kyiv on August 28 claimed 25 lives, including four children.

Situation in the Affected Buildings

Alexander, who lived on the first floor of a destroyed building, managed to escape by going down to the shelter.

“I was in the shelter when the 'hit' occurred; then we got out of the shelter with my mother. We ran to another shelter when another 'hit' happened while we were running. We survived by a miracle because we ran in another direction,” said Alexander, a resident of the damaged building.

Those who sought refuge in the shelter of the damaged building were forced to look for other safe places after the strike.

“There was a shelter, and people were trapped inside. A person from that shelter came to our entrance. A young man came and said that the shelter was covered by a slab; he somehow got out of there and reported that half the building is gone,” recalled Tatiana, a resident of the damaged building.

Rescue Operations

Rescuers from the State Emergency Service, police, and humanitarian organizations are working at the site of the ruined building. They are providing psychological support, supplying food to residents, and helping to retrieve belongings from the rubble. Rescuers noted that the search operation for residents has been completed.

“Emergency and restoration work continues, we are continuing to dismantle hazardous structures that could fall and harm people's health and lives. We are also helping people to safely access their apartments,” reported the spokesperson for the State Emergency Service, Svitlana Vodolaha.

Information on the Injured

According to the Minister of Internal Affairs, Igor Klymenko, emergency search operations in Kyiv lasted more than 30 hours. Hundreds of units of equipment were involved, including aviation.

“Rescuers freed 17 people from the rubble, including four children. The total number of injured exceeds 50 people. Everyone is receiving assistance, including in restoring documents and recording damaged property. More than 1,100 applications have already been submitted,” said the Minister of Internal Affairs of Ukraine, Igor Klymenko, in a Telegram post.

International Reaction

Ukrainian Foreign Minister Andriy Sibiga, who visited the site of the destroyed five-story building, called for international pressure and increased sanctions against Russia. Representatives of the European Union also condemned the brutal attack, especially concerning the damage to the EU representation building. President of the European Council, Antonio Costa, described the strike as a deliberate act by Moscow.

“The Mission of the European Union in Ukraine was damaged. This requires not only condemnation from the EU but condemnation from the whole world. We express our solidarity with our colleagues from the European Union and are ready to provide assistance,” wrote Ukrainian Foreign Minister Andriy Sibiga on social media X.

Attack on Infrastructure

The British Council office, which also suffered from the attack, stated that it would continue to carry out its functions. This is a civic organization subordinate to the UK Ministry of Foreign Affairs that develops London’s links with other countries.

“As a result of the nighttime attack on Kyiv, our office suffered significant damage and will be closed to visitors until further notice. Despite potential delays in responses, we continue our work with Ukrainian partners in education and culture,” stated the British Council Ukraine in a Facebook post.

The high-speed train 'Intercity,' which was scheduled to depart from 'Kyiv to Kharkiv,' was also damaged. Depot staff managed to extinguish the fire without injuries.

“We will engage international efforts to restore our train; together with Ukrainian manufacturers, we hope to restore this trainset,” said Oleksiy Balesta, Deputy Minister for Community and Territory Development of Ukraine.

General Information on Destruction

According to the Kyiv City Military Administration, about 900 residents were affected or lost property as a result of the Russian attack on the capital. It is worth noting that on the night of August 28, Kyiv suffered a massive strike from Russian invaders. 'Shaheds,' 'Herberts,' cruise and ballistic missiles, including 'Kinzhal,' were used. The city experienced powerful explosions, and the consequences of the attack were recorded at over 20 locations. Approximately 100 facilities were damaged, including diplomatic missions. According to a statement from the Ministry of Foreign Affairs, this is a direct violation of the Vienna Convention.
