The government is changing the rules for calculating income for social benefits: what will now be taken into account.
The Ministry of Social Policy, Family Affairs, and National Unity of Ukraine has come up with an interesting idea to use a single method to consider the average monthly income of a family when providing social assistance, housing subsidies, and benefits. This innovation has been proposed in a draft resolution of the Cabinet of Ministers of Ukraine.
Changes planned for Ukrainians
According to these changes, a general procedure will be introduced for calculating the family's income for all types of payments, and the assessment period will be changed: income will be considered for the six months prior to the month of application.
Zero income will also be taken into account in cases where a person truly has no earnings. In this case, when calculating social assistance, zero income will be considered. Assumed income will only be taken into account in the next period if the situation has not changed.
What incomes will be considered
The total family income will include salary after tax payments, pensions, scholarships, local and international transfers, entrepreneurial profits, declared incomes, and others. During the appointment of social assistance, monetary aid for childbirth, state payments for orphans, housing subsidies, and other types of compensation will not be taken into account.
Currently, the draft resolution must be approved by the Cabinet of Ministers of Ukraine.
The proposed innovation in the daily practice of calculating social assistance and housing subsidies aims to unify methods of income calculation, account for zero income, and change the assessment period, which should facilitate the process of obtaining necessary benefits for Ukrainians.Read also
