Place of Birth. Education. Kurt Volker was born on December 27, 1964. In 1984, he earned a Bachelor's degree in international relations from Temple University. In 1986, he completed his studies at George Washington University.

In 1988, he joined the US Department of State and served in the diplomatic service until 1998. During his time at the State Department, he was the lawyer for John McCain from 1997 to 1998. In 1998, he became the first secretary of the US mission to NATO, and in 1999, deputy director in the private office of NATO Secretary General George Robertson, where he served until 2001.

He then became the acting director for European and Eurasian affairs at the National Security Council, where he led the preparations for the NATO summit in Istanbul in 2004 and the Prague summit in 2002.
