Three-Hour Limit: How Long Military Conscription Centers Can Hold Draft-Eligible Individuals Under Ukrainian Law.
Territorial Recruitment Centers
According to Novyny.live: Under current Ukrainian legislation, Territorial Recruitment Centers (known as TCCs) are authorized to detain individuals liable for military service only for the purpose of drafting an administrative report. However, strict time limits apply. Once the report is completed, a person cannot be held at the center for more than three hours. Any longer detention is considered an unlawful restriction of liberty.
Civilians who are not on a wanted list cannot be arrested by these centers. Detention is permitted solely for those who have violated military registration rules. It is important to note that if an individual remains on TCC premises beyond the three-hour window after the administrative protocol is issued, this constitutes an illegal deprivation of freedom.
According to Vladyslav Deriy, 'if a citizen stays on TCC territory for more than 3 hours after the administrative report is drawn up, it is an illegal restriction of liberty.'
