According to ТСН: The National Anti-Corruption Bureau of Ukraine, together with the Specialized Anti-Corruption Prosecutor's Office, announced the suspicion of the leader of one of the parliamentary factions of the Verkhovna Rada of Ukraine in an attempt to bribe people's deputies.

According to information from NABU and SAP, in December 2025, facts of unlawful benefits received by deputies for the adoption of bills were revealed. This led to a tense situation in the parliamentary corps, which the faction leader decided to exploit.

Investigation details

The investigation found that the suspect began negotiations with certain deputies regarding the establishment of a system for providing unlawful benefits in exchange for votes. These were not one-time agreements, but regular cooperation that involved advance payments over an extended period.

The investigation materials indicated monthly payments, while the suspect reported an intention to make financial transfers in advance for voting with a constant character of cooperation.

During covert investigative actions, conversations were recorded discussing the mechanism for coordinating votes. It is known that after reaching agreements, deputies received instructions via a secure messenger, with options for voting - 'for', 'against', 'abstain' or ignore the vote.

Control systems and personnel issues

Moreover, the investigation noted agreements regarding the inclusion of bills on the agenda: deputies committed to support the inclusion of issues, but not to vote on the bills themselves to block them. This allowed controlling the agenda and preventing the adoption of undesirable decisions.

The agreements also touched upon personnel issues in parliament. According to the investigation, the suspect discussed a voting scheme for dismissing certain individuals from positions without supporting their appointments to new positions.

In January 2026, the faction leader was exposed, and she was handed a suspicion. During the investigative actions, money was found, including bills of 100 US dollars, which, according to the investigation's version, could be related to the implementation of this mechanism.

The actions of the suspect are qualified under Part 4 of Article 369 of the Criminal Code of Ukraine - offering unlawful benefits to an official in significant amounts. The pre-trial investigation continues.

The NABU and SAP emphasized that according to the Constitution of Ukraine, a person is presumed innocent until proven guilty in court.

It was previously reported that the leader of the 'Batkivshchyna' party, people's deputy Yulia Tymoshenko, also received suspicion from NABU and SAP, and searches were conducted in her office.

This situation underscores the importance of combating corruption in Ukraine and exposes mechanisms that may undermine trust in parliamentary institutions. The investigation continues, and its results may have a significant impact on the political situation in the country, as well as on the further steps of law enforcement agencies in the fight against corruption.
