According to former U.S. special representative for Ukraine Kurt Volker, President Donald Trump is trying to make ending the war in Ukraine one of his priorities. However, he avoids conflicts with Russian leader Putin and may use legislative power instead of imposing sanctions.
Volker believes that Trump may act similarly to how he dealt with the situation in Iran. The president could allow senators to pass enhanced sanctions against Russia, which would force Putin to accept the terms of an agreement or face new American restrictions.
According to Volker, Trump wants to be able to act independently and use the issue of sanctions as a tool for negotiations. He aims to end the war in Ukraine but is frustrated that the situation is not developing as he hoped.
