The Rada will create a working group for the election law in wartime conditions.
According to ТСН: The Speaker of the Verkhovna Rada, Ruslan Stefanchuk, announced the creation of a working group that will be engaged in developing a draft law to regulate future elections in Ukraine. As of today, neither the exact dates nor the formats of the electoral process are known.
Main tasks of the working group
This information was announced by Stefanchuk in Kyiv during the celebration of Diplomatic Service Workers' Day. He stressed that the main task is a detailed analysis of all risks and challenges, as well as creating special legislation that will define the conditions for voting during the war.
The head of the parliament noted that the working group will include experts capable of addressing complex issues related to elections in security conditions. According to him, there are no simple solutions in this area.
"When exactly they will take place, under what conditions, I would not like to start this discussion now. I want to give the working group the opportunity to express opinions on each item together with specialists, as there are arguments for and against each question that need to be worked through thoroughly," Stefanchuk said.
In his opinion, it is important to find a balance between adhering to democratic procedures and real security conditions. The speaker also emphasized that without considering international experience, it is impossible to move forward.
One-time nature of the law
Ruslan Stefanchuk emphasized that the future law will be one-time and will only apply to specific elections after the relevant political and security decision is made.
"We must take the best global experience — the so-called best practices — and propose a new law for Ukraine. This law will be for one-time use — specifically for these elections," he explained.
The speaker of parliament outlined the main directions of the group's work. Among the priorities are organizing voting for military personnel on the front lines and mechanisms for the participation of Ukrainians currently living abroad in the elections.
The issue of ensuring the electoral rights of citizens in temporarily occupied territories is also complex. The role of foreign observers, who are to guarantee the democratic nature and security of the electoral process, will also be considered.
Preparation for elections
Ruslan Stefanchuk is currently not naming specific deadlines for possible elections, emphasizing that an important factor will be preparation and a deep consideration of international experience.
Earlier, there were also reports about plans for a major reform of holiday, memorial, and mournful dates, to create a unified "calendar map" of the country that would correspond to Ukrainian ideology.
Moreover, Ukraine is ready to hold elections as soon as possible after signing a security agreement, if the situation requires it and agreements are reached with partners. However, this process must take place in accordance with democratic standards and under conditions of full security.
The working group, created under the leadership of Ruslan Stefanchuk, aims at detailed analysis and resolving the challenges facing Ukraine concerning the upcoming elections. In light of the current military situation, important elements of the body's work will be ensuring the electoral rights of citizens and organizing voting for military personnel.
