The Security Service and the Kyiv City Prosecutor's Office have charged a Russian general and his subordinate in absentia. They ordered a rocket attack on the television tower in Kyiv in March 2022.

Charges against the Russian general and his subordinate

The Prosecutor's Office reported that charges have been brought against the commander of the strategic aviation of the Russian Armed Forces, Sergei Kobylash, and the commander of the 121st heavy bomber regiment, Oleg Skitsky. Under their command, the military of the Russian Federation fired at civilian objects in Kyiv on March 1, 2022.

“As a result of the airstrikes on Kyiv, five residents of the capital died, and six others were injured. All the dead and injured were civilians. The equipment of the Kyiv television tower, cars, and a sports complex were also damaged,” the statement said.

The Russians are accused of having ordered violations of the laws of war, associated with intentional murder, committed by a group of persons intentionally.

It should be noted that Russian General Sergei Kobylash was previously suspected of ordering the rocket attack on Okhmatdyt in Kyiv on July 8, 2024. He is also involved in other war crimes in Ukraine. In March 2024, the International Criminal Court issued an arrest warrant against him.

At the same time, the commander of the 121st bomber regiment of the Russian Federation, Oleg Skitsky, is suspected of having carried out a rocket attack on Kryvyi Rih in the summer of 2023. Eight civilians died in this attack. He is also suspected of being involved in attacks on energy companies and substations in the Kyiv, Zhytomyr, Kirovohrad, and Vinnytsia regions in 2024.

The Security Service of Ukraine and the Kyiv City Prosecutor's Office have charged a Russian general and his subordinate in connection with airstrikes on peaceful objects in Kyiv. The Russians are suspected of committing war crimes and violations of international law, in particular intentional murder of civilians. This is only one of the cases involving Russian military personnel involved in the aggression against Ukraine.
