Ukraine presented a plan to open airspace under the conditions of martial law.

The Ministry of Community and Territorial Development, with the support of the US Embassy in Ukraine, together with the State Aviation Service, Ukraerorukh, the Air Force Command, and the leaders of international airports, presented a roadmap for the opening of Ukraine's airspace under martial law conditions at an event in Warsaw.

The event gathered about one hundred representatives of the aviation industry – profile regulators of the European Union, the United Kingdom, and the USA, the management of Ukrainian and foreign airlines that previously operated flights in Ukraine, insurance and leasing companies, aircraft manufacturers. The Ministry of Community and Territorial Development was represented by Deputy Minister Serhiy Derkach.

The Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba emphasized that maintaining aviation infrastructure is a strategic task.

"This is the first expert discussion which, as we expect, will help move forward on the issue of creating conditions for opening airspace. During the war, our strategic task is to maintain aviation infrastructure and skilled personnel so that when the Time comes, we can resume civilian flights as quickly as possible. It is clear that this is a very complex issue both from a security standpoint and from the point of view of interaction with all involved parties," highlighted Oleksiy Kuleba.

At the beginning of the event, Mary Elizabeth Madden, an economic advisor at the US Embassy in Ukraine, noted the importance of supporting Ukraine in its efforts to restore civil aviation and the willingness of the United States of America to provide expert and technical assistance.

During the conference, Deputy Minister Serhiy Derkach presented a step-by-step plan and needs for the partial opening of the airspace. The risk assessment for civil aviation was prepared by the State Aviation Service, and the document was presented by the First Deputy Head Serhiy Korshuk. On the specifics of ensuring air navigation safety and the readiness of the air navigation system, Director of Ukraerorukh Andriy Yarmak reported. In addition, the readiness of airports was discussed by the General Director of the International Airport "Boryspil" Oleksiy Dubrevskyi and the General Director of the International Airport "Lviv" named after Danylo Halytskyi Tetyana Romanovska.

Coordination mechanisms for civil and military aviation were presented by Oleh Zakharchuk, Deputy Commander of the Air Command "Center" for aviation – Head of Aviation.

The expert discussion also involved the Polish Air Navigation Services Agency, airlines AirBaltic, Austrian Airlines, LOT Polish Airlines, SkyUp Airlines, Skyline Express, SprintAir, Supernova Airlines, Turkish Airlines, Wizz Air, companies AerCap, Boeing, Marsh McLennan, Deloitte Ukraine and others.
